INAUGURATION OF THE 2ND INDEPENDENT TAX APPEALS BOARD

Have you ever heard of the Tax Appeals Board? Many taxpayers may not be aware that beyond the courts, Ghana has a specialized independent body dedicated to resolving tax disputes fairly and efficiently.

 

On Monday, 15 December 2025, the Honourable Minister of Finance, Hon. Ato Forson, inaugurated the Second Independent Tax Appeals Board (ITAB), marking another significant milestone in Ghana’s efforts to strengthen tax administration and dispute resolution.

 

The Independent Tax Appeals Board was established pursuant to the Fourth Schedule of the Revenue Administration Act, 2016 (Act 915), as amended by the Revenue Administration (Amendment) Act, 2020 (Act 1029). The Board is mandated to hear and determine appeals against decisions of the Commissioner-General relating to objections to tax decisions under section 43 of the Act.

 

The unique mandate of the Board is to provide a fair, impartial, and independent forum for the resolution of tax disputes. In doing so, it safeguards the rights of taxpayers, protects the legitimate interests of the State, and promotes confidence among investors and other stakeholders.

 

The newly inaugurated Board is composed of distinguished professionals and representatives from key institutions, namely:

​•​Dr. Abdul Baasit Aziz Bamba – Member

​•​Madam Mangowa Ghanney – Member

​•​Hon. Baani Abudu Nelson – Member

​•​Nii Ayi Aryeetey – Member

​•​Mr. Emmanuel Obeng Asiedu – Member

​•​Dr. Isaac Nyame – Member

​•​Mr. Theophilus Tawiah – Member

​•​Dr. Rebecca Atswei Lomo – Member

​•​Prof. Agyapomaa Gyeke-Dako – Member

 

The inauguration of the Board forms part of Government’s broader initiative to reform revenue administration and enhance domestic revenue mobilisation through efficient and credible dispute resolution mechanisms. Members of the Board have been entrusted with the responsibility to resolve tax disputes impartially, expeditiously, and with integrity, thereby further strengthening Ghana’s reputation as an attractive destination for investment.
