The Accra Circuit Court has charged a 25-year-old National Service Personnel, Jesper Kobina Mensah, with one count of stealing after allegedly siphoning GH₵303,950 through unauthorized electronic transfers from a Stanbic Bank Ghana Ltd customer’s account.
The charge is based on Section 124(1) of the Criminal Offences Act, 1960 (Act 29), as amended by NLCD 398, and Section 107 of the Electronic Transactions Act, 2008 (Act 772).
According to a Chronicle report dated September 3, 2025, the victim— a Ghanaian residing in South Africa — noticed the irregular transactions and reported the matter to Stanbic Bank. Investigations revealed that the stolen funds were transferred to multiple MTN Mobile Money accounts, including:

Law enforcement arrested Fatau Sulley, a Binance merchant trading in USDT, on July 28, 2025. He admitted to receiving funds for crypto transactions via Mobile Money. Further intelligence led to Mensah’s arrest on August 28, 2025, at Nungua, Accra.
A search of his residence uncovered evidence linked to digital fraud, including:

During interrogation, Mensah admitted to using the mobile numbers linked to the unauthorized transfers and confessed to receiving the stolen funds.
Despite pleading not guilty, he has been denied bail by Judge Sedinam Awo Kwadam and remains in police custody as investigations continue. Authorities are working to trace international accomplices reportedly linked to the cyber fraud.
If convicted, Mensah faces up to 20 years in prison.
